INCENTIVES

LEDC Incentive Policy - The City of Luling and the Luling

Economic Development Corporation endeavor to work with

businesses to facilitate their expansion and or relocation to

the community. Incentives are reviewed on a case by case

basis, based on capital investment, job creation, wages, and

general impact of the company on the community.


Possible incentive and assistance programs include:


*Triple Freeport Tax Exemption - Luling has Triple Freeport, the exemption of Freeport property from taxation by all three taxing jurisdictions - The City of Luling,  Caldwell County and the Luling Independent School District.


The exemption covers goods that are detained in the state for purposes of assembling, storing, manufacturing, processing, or fabricating by the person who acquired or imported the property.


To qualify for the exemption, the goods must be transported out of state no later than 175 days after the date that the owner acquired or imported the property. The owner must file an application with the Chief Appraiser by April 30 of each year the exemption is sought.


The Caldwell County Appraisal District provides a worksheet and application for Freeport Exemptions.

*Waiver of Fees - Construction projects may be reviewed

and considered for the reimbursement and/or waiver of

required fees and permit charges, or portions thereof.


*Fast Track Permitting - We pride ourselves in the ability to

provide a fast process for getting your project from concept

to full construction without the burden of unreasonable

bureaucratic roadblocks. We will work with you to make sure

that minimum time and money is invested during this process.


*Economic Development Sales Tax - The City of Luling levies

a 1/2 cent sales tax to bolster its economic development

efforts. The revenues of this sales tax are dedicated to the

positive economic growth of Luling. The LEDC determines

financial assistance based on capital investment, job

creation, and wage level.


*Property Tax Abatement - The Luling City Council has a

property tax abatement program that can offer full to partial

abatement of property taxes for specified periods based on

capital investment, job creation and wage levels. The City

and the LEDC will encourage cooperation from other entities

that might grant property tax abatement.


*Job Training Assistance - Luling and the LEDC are

prepared to assist in obtaining State funded assistance and

local focus on customized training programs.


*Economic Development Programs - The City and LEDC are

prepared and willing to facilitate various state and federal

programs to assist your project. We have a successful track

record in accessing funding from state and federal agencies.


*Microenterprise Loan Program - The LEDC in conjunction

with the State of Texas has a revolving loan program offering

low interest loans to businesses with five or less employees.
